Under the direction of the State Veterinarian (Director, Division of Animal Health), performs tasks for the diagnosis and control of contagious and infectious disease of livestock and poultry; performs surveys, examinations and other related activities of livestock disease control and eradication; conducts and arranges for the conduct of diagnostic tests; administers laws and regulations regarding animal disease control, quarantines and the interstate and intrastate movement of livestock; performs animal cruelty investigations; acts as liaison between the NJ Department of Agriculture and various government, livestock and animal health related groups; performs outreach activities; speaks about animal disease control issues at meetings; enforces laws and regulations concerning livestock auction markets; work on animal emergency preparedness - responsible for the publication, dissemination and implementation of the recommendations for animal emergency preparedness; planning and response on a state and local level and to help the agricultural community understand and identify risk to disease and emergencies; address concerns about intentional events of disease/pest introduction in agricultural sectors (agro-terrorism) and the capacity of the local and state agencies to respond to an all-hazards event that may include companion and/ or production animals; provide oversight to Animal Emergency Working Group and the CARTs, and develop and oversee training and testing for emergency response; if needed, represent the Department at OHSP, SEOC, and emergency planning group meetings and report to the Task Force and to the Governor’s Office on the status of the implementation and compliance of animal disease prevention practices for the Agriculture sector; does other related work as required.
EDUCATION: Graduation from an accredited College of Veterinary Medicine approved by the American Veterinary Medical Association (AVMA) with a degree of Doctor of Veterinary Medicine, or completion of the training program administered by the Educational Commission for Foreign Veterinary Graduates (ECFVG) of the AVMA, or the Program for the Assessment of Veterinary Education Equivalence (PAVE) of the American Association of Veterinary State Boards (AAVSB), or achievement of diplomat status in an AVMA specialty board.

LICENSE: Appointees must possess a passing grade, as determined by the test sponsor, on the National Board Exam and the Clinical Competency test or equivalent test, or passage of the Educational Commission for Foreign Veterinary Graduates (ECFVG) of the AVMA, or the Program for the Assessment of Veterinary Education Equivalence (PAVE) of the American Association of Veterinary State Boards (AAVSB), or achievement of diplomat status in any AVMA specialty board. The Appointing Authority is responsible for verification.
Appointee will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
RESIDENCY LAW: Pursuant to N.J.S.A. 52:14-7 (L. 2011, Chapter 70), also known as the “New Jersey First Act,” which became effective September 1, 2011, all persons newly hired by the Executive Branch on or after that date shall have one year from the date of employment to establish, and then maintain principal residence in the State of New Jersey. New Jersey State employees hired prior to September 1, 2011 who transfer from within the Executive Branch or from another State of New Jersey appointing authority without a break in service greater than seven days but who reside outside the State of New Jersey are not required to change their principal residence to New Jersey in order to comply with the act.
