Job Description The University of Missouri System (UM System) serves Missouri as the state's land-grant university and Missouri's only public research and doctoral-level institution. A new position, the Assistant Vice President for Institutional Effectiveness will be responsible for providing leadership and oversight to the research and assessment activities of the UM System. This leader will coordinate the activities of the Institutional Effectiveness organizations at the four universities as well as the Data Warehouse team to develop timely, consistent and accurate performance metrics that will inform the UM President and General Officers in making strategic decisions to achieve excellence at the UM System. Duties and Responsibilities: - Strategic Planning and Data Analysis
- Develop, maintain, and use institutional performance measure to support strategic institutional investments, budgeting, assessment, program review, and enrollment management
- Provide leadership for implementing outcomes and assessment, using data and research for evaluating and improving
- Faculty performance in research, teaching and engagement
- Departmental and program performance in research, teaching and engagement
- Campus performance in research, teaching and engagement
- Research and Assessment:
- Design and implement timely, consistent and comprehensive collection of institutional data
- Develop processes to provide formative and summative feedback on institutional performance and outcomes
- Develop and oversee a system for evaluating and responding to data requests originating inside and outside the institution
- Data Maintenance and Oversight
- Develop common frozen, user accessible data, with standard definitions, stored in one data warehouse for use in both internal analysis and external reporting
- Develop a formal data governance policy and structure that includes but is not limited to: data policy, data definition, consistent data processes and data integrity
- Work in collaboration with IT to assisting in developing data and report quality assurance processes and procedures. Ensure that Maintenance research data warehouse system and an archive of information and reports suitable for responding to surveys, questionnaires and federal and state data collection or accountability requirements
- Oversee the development and maintenance of enterprise reporting solutions and cross-campus analytical reporting
- Ensure delivery of necessary reporting for federal and state requests, certification and compliance efforts, and institutional accreditation activities
- Leadership and Management
- Provides leadership, management, and guidance to department staff in the completion of research, assessment, and enhancement activities
- Coordinates the activities of institutional effectiveness organizations at the 4 campuses and the component parts to collect timely, consistent and comprehensive institutional data
- Partners with Data Warehouse team to ensure that the data is archived and presented in appropriate formats for informed decision-making by UM President and General Officers
- Directs daily operations of the department in accordance with university policies and procedures
- Ensures timely completion of analyses and data requests
Qualifications - Doctorate degree preferred and Master's degree required
- Proficiency in the use of Academic Analytics and other academic performance assessment tools
- Understanding of top management, academic, and student affairs administrative practices and procedures.
- Knowledge of quantitative and qualitative educational research design and implementation
- Knowledge of survey research design, sampling, and interpretation of results.
- Advanced understanding of higher education issues, of the current and emerging trends in institutional effectives, and of creative solutions.
- Advanced understanding of policies, standards, and practices in higher education.
- Demonstrated knowledge and experience with strategic planning.
- Knowledge and ability in developing and creating data files, file management, and retrieving/analyzing information using statistical analysis software.
- Knowledge and skill in relevant statistical programs, computer data files, and relational databases in conducting research projects.
- Skill and ability to collect, analyze, verify, and manipulate research and statistical data and make recommendations based on data.
- Skill in budget preparation and fiscal management
- Ability to develop and interpret financial sat/plans and manage resources.
- Ability to think, reason, and make sound judgements to decide how duties and responsibility are completed in compliance with university standards and guidelines and to manage or impart information to a range of clientele and/or media sources.
- Ability to work effectively in a diverse and inclusive environment with students, faculty, staff, and leaders.
- Ability to speak effectively to administrators, faculty, staff and students and to external groups.
