TENICA is looking for a Senior Contract Specialist (series 1102) that acts with urgency, is customer focused and works independently in a dynamic office with an exciting mission. The contract specialist will work on domestic and/or international contracts in varying environments that are both challenging and rewarding.
This position is part of a hands-on team of contract professionals who perform the coordination, negotiation and management of moderately complex proposals and contract/task orders under minimal supervision. Candidate must have working knowledge of Government contracting methods, including policies procedures and regulations to provide appropriate support during the contract life cycle from pre-solicitation, to proposal development and submission, discussions/negotiation, award, contract execution and contract closeout. Candidates will perform all tasks (to include administrative) associated with cradle-to-grave contract actions. Candidate must be able to develop and maintain professional and dependable relationships with both internal and external customers.
The incumbent will provide FAR Part 10 Market Research support to the Contracting Officers by drafting sources sought announcements and requests for information and analyzing the resultant industry responses, utilizing Government websites such as GSA E-Library and the SBA Dynamic Small Business Search, internet search engines and historical information. The individual will provide Contract Award and Management support, including recommendations regarding official program direction in the formation of contracts, resolution of contract-related issues, and providing ongoing contract negotiation and contract management for client acquisition requirements. The individual will prepare pre-solicitation memoranda, performing analyses of contractors to determine competent and capable sources for solicitation, preparing solicitations that contractually and legally protect the Government's interests, and recommend solutions for various contract topics. In addition, the individual shall provide Cost and Pricing support to the Contracting Officers to include support analyzing proposals and preparation of pre and post negotiation documentation. The individual will provide Contract Administration to include supporting Contracting Officers in day-to day activities related to the contract administration of contracts (primarily cost), grants, preparing contract award and task order documentation, contract modifications, preparing cure or show cause notices, and correspondence.
'Must have' an active Department of Defense SECRET Clearance. (Of particular note: This is a hard rule, as it is taking uncleared candidates too long to obtain their clearance and TENICA has an immediate requirement to fill this position.)
Possess three to five plus years of contracting specialist experience (1102 series equivalent) in the U.S. Government, either as a contractor, government civilian,or military (in a non-managerial role)
Certified Level II or III in Defense Acquisition Workforce Improvement Act (DAWIA) or equivalent
Bachelor's degree in business or technical field (or equivalent) with twenty-four semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
Knowledge and experience successfully managing routine to moderately complex matters and providing assistance on broad agency efforts in the relevant subject matter area
Proficiency in drafting contractual documents such as solicitations, awards, and related documents using the Procurement Desktop-Defense (PD2) or a comparable systems is required
Demonstrated ability to perform most work independently in a mid-level, non-managerial role, exercising much latitude over steps to carry out tasks, prioritize workload and make recommendations on overall strategies
Highly Desirable Experience:
Can perform cost/price analysis and will be able to transition seamlessly from detailed administrative tasks to high level acquisition planning
Possesses contract specialist experience with international grants and cooperative agreements (i.e. with USAID, Millennium Challenge Corp. or State, Department or other entities)
