Montgomery County Employee Retirement Plans (MCERP) manages the administration, compliance and financial reporting for the County’s retirement programs. Our plans are currently valued at $6.0 billion in net assets, with $390 million in annual contributions and over $580 million in net annual investment income.
ROLES AND RESPONSIBILITIES
MCERP seeks MLS Manager II (Chief Operating Officer) for the Montgomery County Employee Retirement Plans (MCERP) and the Consolidated Retiree Health Benefits Trust (CRHBT). Under the supervision of the Executive Director, the position is responsible for ensuring that the vision and mission of MCERP and CRHBT are carried out in accordance with strategic objectives across all plans/trusts. The position has full line management responsibility for planning, developing, and implementing the retirement benefit plan administration and compliance programs and services for the retirement plans, including management of strategic planning and tactical actions, planning and evaluating complex operational programs, communicating goals and expectations, and evaluating the achievement of established objectives. In the capacity of an executive manager, the position will evaluate and develop policies, programs, and procedures with respect to the administration of the retirement plans and administrative operations for MCERP and the CRHBT, and management of human, capital, and financial resources.
Under the supervision of the Executive Director, the COO’s major duties include but are not limited to:
Retirement Plan Administration:
Manage and oversee administration of the County’s retirement programs and systems, including retirement benefit calculations, disability processing, participant communication and education, and actuarial analysis
Analyze complex Federal, State, and County laws related to the administration of public pension and defined contribution plans, and payment of retiree/terminated employee benefits
Evaluate proposed changes to retirement benefits due to legislation or collective bargaining agreements
Evaluate ERS liabilities and recommend changes to funding or benefits
Oversee and coordinate annual actuarial valuations for the ERS, OPEB Trust and LTD2
Analyze and communicate risks within the department.
Recommend and supervise the implementation of changes to MCERP and CRHBT policies, guidelines, and programs to strengthen internal controls.
Determine, in consultation with Executive Director, such matters as overall organization structure, department-wide work programs, methods and processes, and allocation of major resources.
Conduct strategic, visionary, and long-range department planning.
Research, plan, and implement innovative concepts and programs
Serve as Acting Executive Director for all operational matters in Executive Director’s absence
As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.
A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.
Experience: Seven (7) years of progressively responsible professional experience in compliance, operational, or benefit plan administration programs, three (3) years of which were in a supervisory or executive capacity. Note: The term “executive” is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).
Education: Graduation from an accredited college or university with a bachelor’s degree.
Equivalency: An equivalent combination of education and experience may be substituted.
