The Contractor Program Security Officer (CPSO) is responsible for the management, direction, administration and development of security programs, procedures, and facilities for those assigned programs that have contractually imposed security requirements in excess of normal National Industrial Security Program Operating Manual (NISPOM), which may include the DoD Special Access Program (SAP) Manuals, Intelligence Community Directives (ICD) and amplifying sponsor security regulations and instructions. This position will report to the WSRI Director of Security.
- A Bachelor degree and 7 years' experience with DOD processes and procedures or an equivalent regulatory environment and/or military training which includes 2 years of CPSO/PSO experience; OR - High School or GED and 10 years' experience with DOD processes and procedures or an equivalent regulatory environment and/or military training which includes 6 years of CPSO/PSO experience -Active TS/SCI clearance with current (in-scope) investigation -SAP Mid Level course completion or; SPeD Certifications in SPSC (Special Programs Security Certification) -Knowledge of Intelligence Community Directive (ICD) 705 and/or DoDM 5205.07 Vol 3
-Understanding of US Government National Policies, NISP, NISPOM, DoD Manuals, ICDs. -Ability to identify issues and develop solutions to a variety of problems. -Strong communication, computer, analytical, and interpersonal skills. -Ability to initiate and plan projects, and analyze and interpret data. -Ability to produce appropriate clear, concise and detailed documentation.
Essential Functions and percent of time::
Build, set up, and maintain SCIF/SAPF in accordance with National Policies (physical security, facility security and access control, network and IT security, cryptography, personnel, etc.).
Respond to alarms after hours and weekends to ensure classified facilities are properly safeguarded.
Analyze, investigate, and resolve classified security issues while providing leadership and guidance to employees, supervisors, managers, and contractors on actions(s) to be taken to ensure compliance with the classified security program.
Establish and maintain liaison with government agencies, external customers, contractors, employees, and managers to ensure compliance with National Security Policy.
Develop, review, and implement program specific security programs and procedures.
Provide document control and manage all classified material receiving, processing and distribution (hard copy and electronic media) entering or leaving the facility, including electronic data transfer.
Investigate and review security violations, preparing reports, and recommending specific preventive and corrective action to be taken.
Implement visitor control procedures ensuring compliance with DoD 5205.07.
Oversight of SAPs to include support development, review, and maintenance of program security documentation for SAP.
Establish and maintain a self-inspection program ensuring compliance with applicable regulations
Implement and manage access control system for classified areas.
Prepare, review, and process personnel security clearance requests.
Access, review, and submit clearance/access information using JPAS.
Prepare and administer program indoctrination and debriefings.
Prepare and submit status reports to applicable government agencies, with review as appropriate from security management and/or Company management.
Manage the annual inventory of accountable holdings in accordance with the policies and procedures.
This is a direct funded position with continuation dependent on funding. Special contract terms and conditions of employment apply.
