The Nebraska Department of Health and Human Services is seeking an outstanding leader to serve as Director of Human Resources. We strongly believe our people make the difference, and the Director of Human Resources serves as a key member of the executive leadership team reporting directly to the CEO with responsibility for overseeing the end to end human resource deliverables, and leading an HR team of approximately seventy members. The ideal candidate will collaborate with the executive team to drive the CEO's four-pronged approach to human services: • Right fit and right size the internal department infrastructure • Integrate our current service delivery system • Establish and enhance collaborative relationships with legislators, stakeholders and the community • Align teammates under our mission of "Helping People Live Better Lives"
And will lead in our ability to create an efficient, effective, and customer focused Human Resources framework. This person will be experienced in various facets of HR including: Strategic HR business partner, talent acquisition, employee/organizational development, diversity, inclusion and equity, employee relations, training, benefits management, employment law and compliance. Candidates must have the desire and demonstrated ability to work in a fast-paced progressive environment.
Overview of Essential Duties and Responsibilities
Leads the management and development of HR programs, practices, and policies
Directs the needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the organization's strategic goals/objectives
Facilitates strong communication among employees and management
Guides managers and employees on problem solving, conflict resolution, regulatory compliance, and litigation avoidance
Maintains knowledge of industry trends and employment legislation
Works closely with management on performance, organizational, and leadership matters
Oversees and/or develops strategic HR training programs for management and employees
Provides oversight and guidance on the identification, analysis, and resolution of human resources related issues
Champions diversity, inclusion and equity
Evaluates and recommends improvements for the organization's HR programs, procedures and practices
Maintains responsibility for organizational compliance with federal and state legislation pertaining to all personnel matters
Communicates changes in organizational personnel policies and procedures and ensures proper compliance is followed
Leads our efforts to build a workforce for the future by becoming an employer of choice among states and local government
Coordinates and/or conducts exit interviews to determine reasons behind separation
Provides knowledge in strategy development and execution, planning, and facilitation of employee relations
Act as an advisor for highly complex cases where additional considerations need to be made and to provide those recommendations that mitigate risk
Distributes and monitors employee performance evaluations and ensures they are done in a timely manner
Updates, monitors and maintains salary/wage adjustments based on evaluations and merit
Maintains and coordinates employee recognition programs

Bachelor's Degree from an accredited college or university in Human Resource Management, Business Administration or equivalent
5+ years of management experience in human resource functions to include employee relations, recruitment, talent development
Strong leadership skills as well as effective consultative skills, high integrity and sound business judgment
Experience with organization development in a fast paced environment
Experience in state or local government leadership preferred
