You will serve as a Clinical Laboratory Scientist in the Laboratory Department of NAVAL HOSPITAL. You will serve as a Quality Assurance/Process Improvement (QA/PI) Technologist and the Quality Assurance Coordinator for Blood Bank services.

You will direct the implementation, analysis, documentation, and periodic review of the NH Yokosuka Laboratory and Branch Clinic QA/PI program.
You will annually assess the effectiveness of the QA/PI program for the laboratory and makes recommendations.
You will plan and direct the internal QA systems audits, review quality control and instrument maintenance, qualification of new methodologies and instrumentation, competency and training, and compliance with FDA, CAP, and AABB regulations.
You will establish and write procedures and methods for quality assurance for validation of methods and for comparison of methods for like testing.
You will oversee and coordinate a comprehensive external proficiency testing program, ensuring that all laboratory analyses and procedures are surveyed in accordance with current accreditation and regulatory guidelines.
You will manage the risk management program for the Laboratory, maintaining all report documentation and assuring timely responses.
You will make recommendations regarding process changes as a result of this comprehensive data analysis and assists in the implementation and monitoring of these process changes to statistically analyze process effects.

(Note - Acceptable experience is responsible professional or technician experience in a hospital laboratory, health agency, industrial medical laboratory, or pharmaceutical house; or teaching, test development, or medical research program experience that provided an understanding of the methods and techniques applied in performing professional clinical laboratory work. Certification/licensure as a medical technologist (generalist) obtained through written examination by a nationally recognized credentialing agency or State licensing body is a good indication that the quality of experience is acceptable.) Are currently a federal employee assigned to a Medical Technologist/Clinical Laboratory Scientist 0644 series position as of September 2017.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of professional Clinical Laboratory Scientist/Medical Technologist experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluate the quality of laboratory services through on-site inspections, and/or the creation and review of reports and other forms of data collection; use data and reports from available information systems to identify and research deviations from established procedures and other events with the potential to affect patient care; assisting in the development and implementation of technical procedures involving all aspects of transfusion services; maintain all proficiency testing program records and reports for mandated retention periods; identify high-risk activities and locations where protected health information may be compromised and works with staff to develop risk-reduction protocols; conduct customer surveys for patients and internal staff to assess problem areas or areas for improvement.
