Position Summary: The ERP Financial and Risk Specialist will coordinate the financial and risk management activities in support of the implementation and adoption of the ERP Program. The Enterprise Resource Planning Program (ERP Program) is part of a Federal Reserve System transition to integrated, enterprise-wide, cloud technology platforms for Financial Management, Human Capital Management, and Procurement activities. Implementing these systems, as part of a single program over the next 3 years will introduce significant change to the Financial Management, Human Resources, and Procurement functions, and impact many common processes used by all Reserve Bank employees.
Key Responsibilities: Financial and Risk Management Coordination Responsible for all aspects of the detailed financial plan for all ERP Program activities, and actively engage with program and project financial teams to manage and report on progress to plan. Lead project meetings with cross-functional financial managers to review, verify, and analyze program financial information for accuracy, and ensure clear communication about financial status, issues, and risks. Manage and maintain standard financial progress reports to enable the ERP PMO leadership the ability to regularly review program financials to identify and then resolve spend and funding conflicts and issues. Prepare financial performance, scenario, and ad hoc analyses to aid in decision making. Provide guidelines and procedures to assist the PMO with maintaining the financial plan and various reports. Develop and manage overall funding roadmap, including targeted replanning efforts to ensure the financial plan is refreshed as needed to meet program deliverables. Actively manage vendor invoices and payment schedules in adherence with Reserve Bank and vendor contract guidelines and agreements, ensuring data is appropriated reflected within the financial plan.
Responsible for all aspects of Risk Management including development of the overall program risk management plan and maintaining relevant risk, issue, action item and decision registers. Lead project meetings with cross-functional risk managers to ensure the accuracy and validity of program-level risks, and ensure clear communication about risk/issue status, mitigations and trends. Prepare and deliver presentations for peers and management on status of all of the above, as necessary. Ensure that key deliverables are executed on-time, and in a manner that meets stakeholder expectations. Maintain expert professional knowledge of current research, technology, and best practices related to program management metrics.
Required Skills and Experience: Proven experience in developing and maintaining program-level financial plans (PCAM) for large scale transformations. Proven experience in program/project/portfolio management, specifically Risk management for large scale transformations highly dependent on vendor deliverables. Excellent written, verbal, graphical, and interpersonal skills, including the ability to communicate effectively with both technical and non-technical audiences, including governance groups. Keen analytical ability and strong knowledge of performance metric analysis and modeling. Expertise in both quantitative and qualitative data collection and analysis techniques that include analyzing trends, benchmarking, and performance monitoring. Strong organizational, planning, and self-management skills. Demonstrated ability to not only focus on the details, but also see the high level strategic picture. Independent thinking and decision-making ability. Excellent interpersonal and leadership skills with strong collaboration and consensus building skills. Experience with geographically dispersed work teams highly desirable. Strong knowledge of and experience with project portfolio management practices, methodologies and tools (Clarity, MSProject, SharePoint), Project Management certification (e.g., PMP) strongly desired. A high level of proficiency with MS Office products, collaboration and communication tools. Track record of meeting deadlines in a fast-paced environment with multiple project deliverables Prior Federal Reserve System experience (preferred) Knowledge of Reserve Bank financial management, human resources, and procurement processes (preferred) Limited travel may be required
Duration: This position is currently funded for two years with the potential for extension possible, but not guaranteed. Employees into this role will be eligible for all Bank benefits with the exception of severance and separation benefits.
