"GENERAL DESCRIPTION: Monitor the incidence and prevalence of infectious and zoonotic diseases in New Jersey, to develop recommendations regarding their control, and to communicate these recommendations to appropriate health care providers, public officials, and policy-makers. To assist in the development of policy regarding the control of infectious and zoonotic diseases in concert with appropriate policy-making officials. To conduct research within available resources to expand the knowledge base of epidemiology of infectious and zoonotic diseases. To monitor and regulate the sanitary conduct and operation of licensed animal facilities, to assist in the prevention of rabies through the state rabies vaccination program, and to decrease pet overpopulation through the operation of the state spay/neuter program. Monitors the incidence of zoonotic diseases, including avian chlamydiosis, Q Fever, bruceliosis, hantavirus pulmonary syndrome and rabies, identifies trends and patterns, conducts appropriate investigations and develops appropriate recommendations for further study or control. Assists the Director in preparing an annual report which contains the significant developments and statistical information on zoonotic diseases in New Jersey. Provides consultation and technical assistance to health officials, policy makers and the public regarding zoonotic diseases, animal control, bioterrorism involving a zoonotic agent, and licensed animal facilities. Completes assigned commissioner referrals. Networks with other agencies to coordinate the response to emerging zoonotic disease outbreaks and zoonotic bioterrorism threats. Develop a companion animal disease surveillance system in consultation with the NJ Dept of Agriculture. Provide input on zoonotic diseases for the State Emergency Operation Plan. Create all necessary fact sheets, protocols, and other necessary support documents. Provide training to veterinarians, Animal Control Officers, vet tech. and shelter managers. Supervises the coordination of state-sponsored municipal rabies vaccination clinics, including the inventory of clinic supplies and rabies vaccine. Ensures that staff maintains a current listing of scheduled municipal clinics and that staff maintains a sufficient amount of vaccine and other clinic supplies. Supervises the tabulation of the annual report of municipal canvassing of licensed and unlicensed dogs. Supervises the tabulation of animal bites reported to the program, and the tabulation of the number of animals vaccinated at state-sponsored rabies vaccination clinics. Reviews the monthly report of animal bites, identifies and implements any appropriate action, and reports findings and actions to the Director. REQUIREMENTS (EDUCATION/EXPERIENCE/LICENSES): EDUCATION: Graduation from an accredited school of Veterinary Medicine with a Doctor of Veterinary Medicine degree supplemented by a Master's degree in Public Health from an accredited college or university. EXPERIENCE: One (1) year of experience in the field of public health, with a federal, state, or local agency, in the field of epidemiology or in a veterinary public health program. NOTE: Applicants who lack the Master's degree may substitute one (1) additional year of experience in a state, local, or federal agency as a Veterinarian in Public Health or other related work field. LICENSE: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a motor vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
