About 3EA Measurement and Metrics
Education can only contribute to inclusivity and equity in society by ensuring quality learning for the most marginalized children: those displaced by crisis and conflict as well as those in host communities under strain. Since its inception in 2017, the Education in Emergencies: Education for Action (3EA) Measurement and Metrics (M&M) initiative has sought to ensure such learning by facilitating stakeholders' ability to demand and invest in, generate, communicate and use evidence to support children's holistic learning and development in crisis contexts. In Phase 1 (2017-2019) of the initiative, NYU's Global TIES for Children (TIES/NYU), in partnership with the International Rescue Committee (IRC) has worked to achieve this goal in part by increasing the supply of field-feasible, contextually appropriate, and rigorously tested measures of children's holistic learning and development (CHILD) outcomes.
In Phase 2 of this initiative (2019-2022), we will make progress towards our objective by strategically focusing on increasing uptake of and demand for measures, resources, and approaches in the Inter-Agency Network for Education in Emergencies (INEE) Measurement Library. TIES/NYU will do so by leading efforts to:
Increase the capacity of one research-practice-policy partnership in the Middle East, North Africa, and Turkey (MENAT) to develop, adapt, test and use data from a CHILD measure for national/sub-national monitoring purposes.
Communicate to diverse, non-technical stakeholders how to select, adapt and administer measures, and to analyse and communicate the resulting data
Provide additional content for, and disseminate, the INEE Measurement Library.
The Measurement and Metrics Project Associate will be responsible for assisting the Program Director with the overall day-to-day management of the initiative. The position includes providing project management and research support for several project activities, including: coordinating and capacitating project partners (e.g., conceptualizing, planning, and leading technical workshops); communicating and disseminating information to non-technical audiences on the importance of rigorous, responsible, and responsive measurement (e.g., through webinars, presentations, reports, and multimedia as well as through peer-reviewed publications); and making signal contributions to measure development and testing (e.g., qualitative research to identify contextually appropriate domains for assessment, mapping items and piloting measures).
The Measurement and Metrics Project Associate will focus on 3EA M&M activities in the MENAT region. The position will be at New York University's New York City campus, with periodic travel to the MENAT region required.
The Project Associate will work directly with the Project Director of the 3EA M&M program, and is responsible for assisting the Project Director in planning, coordinating, and executing all program timelines and activities. This includes:
General project management to ensure timely completion of project deliverables:
Track and follow up on communications, deadlines, and deliverables with partner organizations; and
Refine cross-organizational systems for tracking and organizing communications, materials and deliverables using project management software such as Asana.
Supporting scoping activities to ensure sound technical, contextual, and methodological understanding of considerations in at-scale measurement of CHILD outcomes:
Conduct literature reviews of relevant theoretical and methodological approaches; and
Initiate, track, and maintain correspondence with ongoing initiatives making progress towards measurement of national/global learning goals and/or conducting state- or national-level social and emotional assessments.
Liaising with partner organizations, TIES/NYU research scientists, and field staff to:
Coordinate travel to countries in MENAT (predominantly Amman, Jordan and Beirut, Lebanon) and provide administrative and management support at regional workshops;
Provide logistical support in qualitative and quantitative enumerator training and data collection; and
Coordinate with TIES/NYU data team and project partners to ensure data quality.
Support in the communication and dissemination of results of 3EA project activities:
Prepare presentations for convenings and conferences;
Coordinate with TIES/NYU core staff to disseminate materials via website and social media; and
Organize materials for dissemination on INEE and TIES/NYU websites and other platforms.
Support day-to-day budget and grants administration:
Coordinate with internal and external grants and contracts offices to ensure requirements are met in a timely manner; and
Manage vendor process, including invoicing, through NYU i-Buy, the University's system for requisitioning, paying suppliers, and procuring goods and services.

At New York University's Global TIES for Children we design, evaluate and advise on programs and policies to improve the lives of children and youth in the most vulnerable regions across the globe. Led by University Professors Larry Aber and Hiro Yoshikawa, we work with some of the world's leading non-governmental organizations (NGOs) and with governments in low-income (LI) and conflict-affected (CA) countries on developing and evaluating innovative approaches to promoting the health, education, and social development of children and their communities. Build human, administrative, and institutional capacity for a robust global science and practice through the provision of professional development and training activities.
A BA/BS or MA/MS in education, international education, developmental science/psychology, human development, economics, sociology, a relevant communications/engineering field (e.g. interactive telecommunications, human-centered design and engineering, education communications and technology), or a related social science field.
Ability to work well independently and in a multidisciplinary, multi-country team.
Excellent organization skills, efficiency, and attention to detail.
Excellent oral and written communication skills.
The ideal candidate will also have:
Arabic proficiency strongly preferred.
Skills in approaching complex governmental and non-governmental contexts with diplomacy and self-awareness.
Mastery of database software (e.g. Excel, Google Sheets) and openness to adopting project management software (e.g. Asana, Copper).
Experience with statistical analysis software (e.g., STATA, MPlus) and/or qualitative research methods.
Experience working with displaced/refugee populations in low-income/conflict-affected contexts.
The position could begin as soon as March 2nd, 2020, though the start date is flexible. The position will be based in New York City at the Institute of Human Development and Social Change, New York University.
