The office of Veteran Affairs at West Virginia University is seeking applications for a Program Specialist. This position is responsible for serving as a Veterans Certifying Official and Financial Aid Counselor for WVU, Potomac State and WV Tech. This position counsels students and parents on the VA process to apply for Education benefits, determine eligibility, authorize payment and monitor enrollment status for approximately 900 students.
In order to be successful in this position, the ideal candidate will:
Process Veterans Affairs (VA) benefits for Morgantown, Potomac State and West Virginia Tech campuses.
Administer a program worth 12 million dollars annually.
Train all new Certifying Officials on policy and procedures on WVU main campus, as well as POT and TECH.
Process Veteran Affairs applications and establish records to reflect VA Education benefits awards.
Verify official Last Day of Attendance for any VA student who officially withdrawals or is automatically withdrawn from class.
Serve as a point of contact for potential students who inquire about VA Benefits, as well as support and educate other departments on campus about VA benefits policies and guidelines
Independently investigate and resolve problems students encounter regarding timely processing of claims and payment of benefits.
Act as a liaison between WVU student accounts and the VA to ensure accurate and timely delivery of Veterans Educational Benefits and financial aid funds for students.
Prepare Exception Reports to relay program and status changes to the VA Regional Processing Office.
Compile information for computing institutional and state reports concerning the number of veterans served, educational benefits received, and other necessary information for the end of year fiscal reports.
Handle VA Vocational Rehabilitation contracts and various other Veterans' reports.
Authorize release of books and supplies for disabled Veterans.
Monitor and report classes pursued by students to certify degree pursuant hours to the VA.
Monitor change in enrollment and student status to report to VA.
Maintain records of VA students and make all records available for inspection.
Assist potential VA students in applying and obtaining education benefits.
Provide financial and debt management counseling to students.
Ensures that VA students are fully aware of their responsibilities to maintain their benefit.
Attend all VA training opportunities.
Assist students, WVU staff/faculty with inquiries related to students benefits.
Coordinate and participate with audit visits with VA federal and state representatives.
Represent the University at recruitment functions, informational seminars and public relations activities.
Address general questions on enrollment processes such as admissions, scheduling and payment of invoices.
Contribute to the development of the Office of WVU Veteran and Military Family Support Headquarters
goals and objectives by providing information/reports needed to the Director and other Administrative Personnel.
Maintain current knowledge of changes in federal and state legislation affecting Veteran Educational Benefits programs.
Review professional publications, federal publications and other materials to stay current with rules, regulations and statutes regarding Veteran Educational Benefits.
Report academic probation and graduation to the Department of Veteran Affairs.
Counsel students regarding cost of attendance, methods of payment and management of financial responsibilities.
Provide specialized assistance and information to students and parents regarding student financial programs and services.
Place VA awards in Banner as a Financial Aid Award.
Process applications and package awards.
Interpret, implement, and maintain up-to-date knowledge of Federal and State guidelines governing financial aid programs
Monitor academic progress of students.
Audit student files periodically for accuracy and completeness.
Assist students with resolution of unusual problems and adjust as appropriate.
Other duties as assigned.
Master's degree or equivalent education and experience.
Six (6) months of experience in the following:
Experience working in high pressure situations while paying attention to detail.
Experience working with special populations in a higher education setting.
Academic advising experience is beneficial.
Prefer veteran, service member or military affiliated family member that is knowledgeable on military life.
Excellent communication skills - both oral and written - are required, as is the ability to understand complex instructions and follow multifaceted directions.
Ability to balance a variety of tasks and demands.
Ability to work under pressure to meet deadlines.
Judgement and discretion skills on when to act, and when to consult others.
Ability for independent decision n making informed by an appropriate awareness of risk management factors.
Strong organizational skills and the ability to establish priorities are need ed.
Ability to work with deadlines to achieve office goals.
Ability to work independently with little supervision.
Research skills are required to acquire information in order to reach optimum solutions to student concerns.
Exceptional customer service skills are essential. Must always exhibit professionalism and courtesy in all contacts with faculty, staff, students, parents and external offices.
Strong decision making and problem-solving skills.
Familiarity with campus and community resources.
Ability to utilize WVU STAR database, and other technology to gather data.
Knowledge and experience with WVU ORACLE system.
Knowledge of WVU policy and procedure related to purchasing, travel, personnel, and budget matters.
