The City of Elizabeth City, NC, is seeking a leader with impeccable integrity, outstanding leadership skills, and a track record of being an entrepreneurial, business-savvy, and visionary consensus builder to be their next City Manager. With the ability to build and inspire teams, and to create a culture of trust, transparency, and accountability, the successful candidate will have extensive experience in creating a high performing organization. The successful City Manager will have the ability to work effectively with a Council holding diverse perspectives, partnering with staff, and community alike to carry out the strategic priorities of the community. Maintaining a small-town feel, having a beautiful waterfront, being home to a military installation, hosting three institutions of higher learning, and having a vibrant downtown, create many opportunities for strategic economic growth with a leader who has the right skillset. The position is open due to the retirement of their long-time manager.
The City Manager reports to the Mayor and an eight-person City Council representing four wards. The City provides services with 250 employees working across 14 departments. The FY 19-20 general fund budget of $22.8M is supported by a tax rate of $.475 per $100 of assessed tax value. The City is a member of ElectriCities, a not-for-profit membership organization of municipally-owned electric utilities. Qualifications: The successful candidate must have a minimum of a bachelor’s degree and 5-7 years increasingly responsible professional experience in municipal government management at the level of Assistant City Manager or City Manager in a comparable sized local government organization or at the department head level in a larger organization. Familiarity with NC municipal management is preferred. A Masters degree is also preferred. ICMA credentialing is a plus. Must have a proven track record in effective budget development and management, execution of capital improvement projects, economic development, intergovernmental relations, personal community accessibility and engagement in professional organizations.
