This position will serve as the Soldiers and Veterans in Agriculture Specialist for Cornell Cooperative Extension Association of Jefferson County and will be responsible for developing, planning, implementing and evaluating the Farm Ops Program. This position will be responsible to collaborate with Cornell University's Small Farm Farm-Ops Program, Syracuse University's OPRD evaluation team, the 10th Mountain Division Transition Assistance Program (TAP) at Fort Drum and local agricultural producers and agencies to provide multi-faceted agriculture training for veterans and transitioning service members. This position will perform targeted outreach to develop key strategic partnerships and will utilize high quality, evidence based programs to provide hands-on and immersive agriculture experiences via individualized and unique pathways. The goal is to assist participants in securing successful careers in the food and agriculture sector. This position will provide direct programming utilizing a variety of methods to include: group workshops, individual sessions, coordinate mentoring relationships, and train the trainer. In addition, this position will use a local farm facility as a model farm to conduct hands-on immersive training, practice entrepreneurism and allow transitioning service members and veterans to trial agricultural enterprises. This position is funded by grant funding through NIFA and the Cornell Small Farms Program.

This position is a full-time exempt position - 100% FTE. Annual salary is $42,000. This position, based on eligibility, offers a comprehensive benefit package, to include: health and dental insurance, retirement, vacation, sick and personal leave.

Assessment - 15%
Develop methodology to assess the Farm Ops program and ensure that program needs and strategic needs of the Association are being satisfied.
Ensure program assessment is aligned with the statewide Plan of Work and the Association Plan of Work.
Develop program needs assessment aligned with NIFA initiatives and goals of this funding source.
Apply subject matter knowledge to identify program gaps and emerging needs. Make recommendations for programmatic offerings, enhancements or improvements.
Maintain direct linkage with Cornell University Small Farms Program staff, Syracuse University's Office of Professional Research and Development (OPRD), related faculty, and Fort Drum leadership for program assessment guidance.
Analyze and respond to OPRD's feedback/evaluation for continuous program improvement.
Development - 20%
Apply subject matter knowledge to develop opportunities for career skill development in Agriculture in a variety of agricultural related topics and enterprises based on identified needs of program participants.
Design a comprehensive communication and marketing plan.
Develop a mix of curricula programs, resources and materials including: immersion programs, formal degree programs, certification programs, workshops and online courses to improve farmer veteran decision making and help participants evaluate options.
Structure programs to meet the need of diverse program participants and meet changing local and/or regional issues.
Make programmatic changes based on program evaluation outcomes.
Maintain linkages with Cornell faculty and other subject matter specialists for guidance in program development.
Delivery - 20%
Implement a comprehensive communication and marketing plan including the promotion of a broad set of online and in person workshops.
Deliver ongoing agricultural related workshops and classes consistently achieving all funding specifications. Reach includes transitioning service members, veterans in the community, career counselors and others in the role of providing employment and career guidance to transitioning service members and veterans.
Provide on-farm and in-field immersion experiences based on best practices, research and participant interest. Topics range broadly including but not limited to: raising livestock, poultry, specialty crops, soil science, supportive agriculture businesses, agriculture related technologies and careers.
Provide access and scholarship information to online classes through the Cornell Small Farms Farm Ops program.
Involve area farmer veterans, experts and partners to ensure a wide reach of topics and experiences.
Work to foster acceptance of Agriculture methods and practices while addressing needs in the agriculture community and considering the needs of diverse audiences.
Deliver educational programs as a part of multi-association and/or regional efforts when identified/appropriate.
Serve as a team member and cooperate with the entire Association and the Agriculture Program staff to achieve Association program delivery goals.
Represent Cornell Cooperative Extension of Jefferson County in a professional manner and communicate and cooperate with the public, agribusinesses, veterinarians, feed dealers, government officials, community and Fort Drum leaders, Cornell and/or other land grant universities as a part of program delivery.
Evaluate and utilize a variety of educational methods which may include direct teaching, group experiences, media, newsletters, electronic technology, internet, social media, Facebook, Twitter, and distance learning to promote and deliver program.
Facilitate awareness of, and promote involvement with, community resources including the Regional Agriculture Team.
Serve as subject matter expert in the area of Agriculture to connect staff and clientele, including schools, agencies, producers, consumers, and other groups (as identified) with relevant agricultural resources to enhance and improve Agriculture awareness.
Evaluation - 10%
Participate in and support Syracuse University's Office of Professional Research and Development (OPRD) effort to engage in participatory evaluation practices such as data collection, annual focus groups, and identifying promising practices.
Establish a timeline for meetings, data collection, and planning with the evaluation team.
Interact with program participants, the community, Cornell faculty, and staff to collect evaluation data for continuous program improvement.
Analyze and evaluate collected program evaluation data and communicate results and findings.
Recommend program changes to strengthen and improve programs.
Applied Research - 5%
Communicate social and economic changes to Cornell University specialists that may be studied and/or acted upon. Contribute to Military Family Life Network as appropriate.
Ensure applied research is within scope of the statewide and Association Plan of Work.
Maintain direct linkage with Cornell University faculty and program units for guidance in applied research.
Direction - 10%
Determine Association program priorities and goals in consultation and collaboration with Program Committee(s), community agencies, and/or other stakeholders.
Provide input to the Executive Director for the planning of the program budget.
Assist with development of marketing and promotion of agricultural resources through public relation initiatives and networking/collaborating with government, economic, educational and agricultural organizations.
Initiate and develop grant or other funding proposals in order to secure ongoing or new funding to support and enhance educational program offerings.
Assist in identifying, developing, and securing community and fiscal resources for program continuance and enhancement, including grant funds for program development and expansion.
Assist in developing and/or enhancing/expanding relationships with appropriate agencies, organizations, industries and community leaders for the program.
Plan multiple agricultural opportunities at the Model Farm to reflect a variety of farm, technology, business and farm management opportunities for immersive experiential learning. These may include but is not limited to experiences in growing a market garden, livestock management, honey or maple production, multiple species animal welfare and soil management.
Work closely with agency partners to develop and establish communication, understanding of program goals and shared program values.
Management - 10%
Manage administrative and program activities, as required.
Comply with all aspects of the grant Data Management Plan including confidentiality and protection of all personal and program data.
Assist in solving problems and resolving conflicts that arise within the program utilizing appropriate policies and procedures.
Manage and allocate program resources needed to carry out program priorities and goals in consultation and collaboration with Supervisor, Program Committee(s), community agencies, and/or other stakeholders.
Manage the development and utility of the Model Farm to ensure access, diversity of programming and that the Model Farm resources are efficiently and effectively used.
Monitor program to ensure compliance with policies and objectives of the Association, Fort Drum, funding requirements, and adherence to Association strategies/Plan of Work.
Align mentors with TSM and veteran students based on mutual needs and goals.
Manage Program recruitment and referral systems.
Effectively manage and allocate financial resources to accomplish program objectives. Assist with identifying ways to reduce costs and maximize existing resources within the Association.
Coordination/Operation - 5%
Maintain communication with constituents and the community through variety of methods such as newsletters, e-mails, social media, website postings and content consistent with the comprehensive communication and marketing plan.
Represent Cornell Cooperative Extension of Jefferson County on local Agriculture committees/boards, etc. as appropriate.
Coordinate marketing and promotion of agricultural resources through public relation initiatives and networking/collaborating with government, economic, educational and agricultural organizations.
Coordinate meetings and events in assigned program areas.
Provide information as requested to assist with preparation of reports, impact statements, and success stories on program progress and accomplishments for funders, advisory committees, Board and others as necessary.
Submit appropriate grant or other funding proposals, including financial documentation that may be required.
Maintain needed documentation for rich and thorough evaluation including evaluation documents, schedules, attendance, records, and narrative participant feedback.
This position may require the transport of program participants and/or program materials and resources in performing position responsibilities.
Professional Improvement and Other Duties as Assigned - 5%
In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
