General Summary: Reporting to the Senior Manager for Emergency Preparedness and Business Continuity, the Training and Exercise Specialist acts to support the Partners HealthCare (PHS) Emergency Preparedness and Business Continuity Programs as the principal team member responsible for the planning, design, conduct, and evaluation of trainings, drills, and exercises within these programs. The Training and Exercise Specialist will support PHS enterprise response readiness by conducting systemwide communication drills, contributing to the design, execution, and evaluation of trainings and exercises, maintaining response supplies, equipment, and contact lists, and participating in the maintenance of and additions to the PHS Emergency Operations Plan. As assigned by the Senior Manager, the Training and Exercise Specialist will provide emergency preparedness training and exercise subject matter expertise in support of PHS member institutions' local programs. As directed by the Senior Manager, the Training and Exercise Specialist will also support exercise activities for PHS' Business Continuity Program, working with the department's business continuity staff. The Training and Exercise Specialist will share in the program's on-call emergency response duties and will respond to incidents with little or no notice providing support to the PHS Incident Management Team and/or member institutions as required. May participate in research activities to investigate best practices and enhance the field of healthcare emergency preparedness. Principal Duties and Responsibilities: Project Management Provides direct project management support to new and ongoing emergency preparedness projects. Develops and communicates project plans and timelines for exercises, trainings, and other activities to the appropriate stakeholders; anticipates delays to projects and takes appropriate mitigation steps. Takes initiative to escalate issues, identify problems or inconsistencies among plans, and proposes corrective measures. Attends and, as assigned, staffs PHS emergency preparedness and business continuity committees and sub-committees; contributes ideas and manages activities. Plans Participates in the maintenance of the PHS Emergency Operations Plan including all annexes and attachments. Maintains emergency call lists and employee alert system groups. Supports the emergency preparedness of PHS departments and member institutions by developing training and exercise-focused templates, toolkits, and reference materials. Ensures that updated versions of all plans, protocols, call lists, and references are available and accessible. Trainings, Exercises, and Equipment Under the direction of the Medical Director and Senior Manager, leads the overall design, execution, and evaluation of the PHS multi-year training and exercise program. Engages stakeholders from across PHS institutions and disciplines to conduct this work which includes development of scope and objectives, training and exercise logistics, and development and maintenance of corrective action plans. Develops effective educational tools to support ongoing understanding of Emergency Preparedness and Business Continuity principles and practices throughout the organization. Provides subject matter expert support to PHS member institutions' local training and exercise programs and develops templates, tools, and resources that will support the conduct of consistent, high quality emergency preparedness trainings and exercises across the PHS enterprise. Conducts monthly, systemwide emergency communication system drills, notes deficiencies, and follows through on corrective actions. Maintains inventory and operational readiness of emergency response equipment. Emergency Response Participates in response to incidents that require Emergency Preparedness oversight. Participates in the PHS Emergency Preparedness on-call rotation. Convenes and helps manage response groups, interacts with senior leadership, develops and distributes documentation such as incident action plans, and provides other support as necessary. Acts as a central liaison/coordinator to provide support to the PHS Incident Management Team and member institutions during emergencies. Assesses needs and coordinates the flow of information between member institutions, PHS corporate, and emergency preparedness leaders. Supports recovery efforts following Emergency Operations Plan activations. Participates in development of after-action reviews, after-actions reports, and improvement plans that advance the organization's emergency preparedness. Liaison May be required to attend and contribute to meetings hosted by PHS member institutions and/or external agencies. Research Participates in and helps coordinate research efforts in the field of health system emergency planning and response. Qualifications Qualifications: • Bachelor's degree required. Master's degree preferred. • 2 years of directly related work experience; Master Exercise Planner (MEP) certification, a plus. • Content knowledge in emergency preparedness (completion of ICS/NIMS 100, 200, 700, 800) and the Homeland Security Exercise and Evaluation Program (HSEEP) strongly preferred.
