General Overview Under the general supervision of the Corporate Manager of Purchasing, the Purchasing Analyst/Specialist operates within the established organization and departmental policies and procedures. The Purchasing Analyst/Specialist has similar duties and responsibilities as that of a Procurement Specialist II, but also has expanded responsibilities for creating reports in the procurement process. In addition, the purchasing analyst/specialist supports department initiatives as required. Actively supports, develops and implements procurement processes that support measurable cost reduction initiatives. Actively works with customers to understand their needs and internal systems. Works with ---clinical providers (physicians, nurses, and therapists), end-user departments, contracts, peers and leadership to positively impact hospital-based expenses. Principal Duties and Responsibilities • Is a model of Service Excellence to demonstrate appropriate and professional behavior ensuring proper communication and collaboration within the department, across the PHS network, and with external customers, in keeping with the PHS Finance Service Excellence Guiding Principles. • Prepares monthly statistics for purchasing department or any other statistics requested by the Corporate Purchasing Manager. • Analyze trends and departmental statistics to ensure compliance with policies and procedures. • Ability to perform root cause analysis for departmental problems. • Review purchase requisitions for appropriateness with regard to organization requirements, budgets, and their conformance with established policies and procedures and Materials Management Information System requirements and issue purchase orders as needed. • Identifies and provides data to support departmental improvements. • Route, follow-up and expediting of purchase orders and customer requests. • Resolves purchase order and accounts payable problems with suppliers and end user customers in a timely fashion. • Work as liaison between Materials Management departments. • Participates in quality management programs. • Utilizes a computerized/automated materials management system(s), which include EDI processing, and WEB based vendor direct programs. • Assist with the training of new purchasing staff. • Assists with updating and maintaining training documentation. • Other duties and reports as requested by Corporate Manager of Purchasing Qualifications Qualifications • Bachelor's Degree required. • Three to five years experience in materials management/purchasing operations, accounts payable, information systems and /or customer service support may be substituted for a formal degree. Skills/Abilities/Competencies • Requires trouble shooting skills. • Requires excellent organizational skills. • Requires excellent verbal, written communication and analytical skills. • Ability to develop and maintain relationships with external customers. • Ability to collaborate horizontally and vertically within the organization. • Acquires and maintains knowledge of computer systems, ex. Microsoft Outlook, Excel, Word, Access PeopleSoft, and any other PHS applications. • Requires the ability to work independently, take initiative and prioritize tasks.
