A council/manager form of government by Charter, Hastings is financially stable with a diversified economic base. Hastings assesses 15.9661 mills to finance a 2021 Fiscal Year General Fund Budget of $6 million. Total Budget, including enterprise funds was $9 million. The total Fund Balance combined for all governmental funds is $4.6 million.
The new City Manager will be fourth since 1995. They will be a skilled facilitator with the ability to form relationships and offer visionary solutions to emerging issues. Hastings is looking for a leader with a history of collaborative problem solving and the spirit and energy of a community volunteer. Only people with strength of character and a solid ethical core need apply. The city will offer a competitive compensation package with a starting salary between $95,000 and $120,000 depending on the qualifications and experience of its next executive.

To be considered qualified, respondents must have attained: • A Bachelors’ Degree in a relevant field of study (a Master’s degree in Public Administration is preferred) AND • Significant experience in local government with familiarity of several municipal functions/service areas with continuous progressive advancement culminating in a position such as city/village/township manager, assistant manager; Or to an Executive Director position accountable for supervisory and budgetary responsibilities; AND • A solid understanding of the laws and regulations affecting municipalities; AND • Membership in a professional organization like ICMA or MME devoted to professional growth and compliance with a Code of Ethics
