GovHR USA is pleased to announce the recruitment of candidates and selection process for the newly created position of Assistant Village Manager at the Village of Villa Park. The position will be an integral part of the Village leadership team in the administration of Village operations.
This position will be responsible for the human resources and risk management functions of the organization, Village Board agenda preparation, supervising the information technology efforts and the Village’s communication efforts.
About the Village. Villa Park (population 22,038) is ideally located as an "inner" western suburb of Chicago, with direct access to downtown Chicago as well as the rest of the western suburbs. Picturesque neighborhoods, modern schools, a large parks and recreation department with abundant recreation facilities, comprehensive library services, and top tier healthcare make Villa Park an enjoyable place to live, work, and raise a family. Approximately four-square miles in area, Villa Park is bounded by Addison on the north, Lombard on the west, Oakbrook Terrace on the south and Elmhurst on the east.
The Village is a full-service community with approximately 150 FT equivalent employees (four collective bargaining agreements) with an annual budget of $68M. The Village has seven Departments: Administration, Community Development, Finance, Fire, Parks and Recreation, Police and Public Works. The Department Heads and the Assistant Village Manager are all appointed by and report to the Village Manager.
Position Responsibilities. The position has the following primary job responsibilities:
Display a passion for customer service, teamwork, integrity, respect, and trust with the goal of providing excellent services and programs to meet the needs of the community and those within the organization.
Oversee all HR functions within the Village including personnel policy development and implementation, employee recruitment, compensation and benefits administration, workers’ compensation, and collective bargaining.
Operate as the Village’s risk management coordinator including management of liability and workers’ compensation claims and matters where threatened or pending litigation exists. Serves as the Village’s primary delegate to the Intergovernmental Risk Management Association (IRMA).
Coordinate the review and presentation of the bi-weekly Village Board agenda packets. This includes ensuring staff reports are submitted in a timely fashion and written in a clear and precise manner. Position will also ensure meetings are properly noticed and archived.
Supervise the Village’s communication activities including preparation of information on the Village’s website, social media.
Act as an agent of positive change in the organization by understating the value of technology in the provision of government services.
Other tasks as directed by the Village Manager including serving as Acting Village Manager in the absence of the Village Manager and supervising the completion of special projects. Projects may include presentations to the Board of Trustees and representation on various employee or resident committees.
Position Qualifications. The successful candidate will possess the following:
A bachelor’s degree in public administration, human resources or related field with a minimum of 5 years direct experience working in municipal government. A master’s degree is highly preferred.
A passion for public service and willingness to step in and help others as needed to help accomplish organizational tasks.
Strong technical and analytical skills with demonstrated experience in effective and efficient municipal management.
Knowledge of public administration principles as they apply to effective municipal management.
Knowledge of best practices in human resources management and federal and state compliance requirements.
Excellent interpersonal and communication with ability to establish effective working relationships with co-workers, employee group representatives, elected and appointed officials.
Ability to adapt to changing priorities and circumstances.
Compensation and Application Process. Anticipated starting salary range: $110K-$125K. DOQ.
