The National Hospice and Palliative Care Organization (NHPCO) and the Hospice Action Network (HAN) is seeking a Manager, Legislative Affairs to work collaboratively across the organization and directly lobby Members of Congress, congressional staff, and federal agencies.    The Manager will be responsible for establishing relationships with key stakeholders, developing, and implementing strategies to advance NHPCO’s legislative agenda and will play an integral role in identifying federal priorities and opportunities that impact the hospice and palliative care community.  This is an exciting role that faces both externally and internally and offers a great chance to build a career in legislative affairs.  

The Manager, Legislative Affairs will report to the Director, Legislative Affairs and is based in the Washington, DC area.  This role is currently a hybrid telework arrangement until it is safe to fully reopen.  

Essential Duties and Responsibilities include the following.  Other duties may be assigned.

• Establishes relationships with and influences Members of Congress and their staff. 
• Creates and executes HAN strategies related to engagement between NHPCO members and members of Congress and/or staff.
• Independently identifies and analyzes federal legislation pertinent to NHPCO and HAN.
• Research and drafts correspondence, memoranda, reports, papers, and articles on legislative and regulatory issues for a variety of audiences. 
• Implements strategies to compliment lobbying activity by recruiting, training, and mobilization activities of the HAN’s nationwide network of grassroots and grasstops advocates to facilitate and leverage their relationships with elected officials to support hospice and palliative care policy.
• Develops and executes HAN events, including agenda creation, speaker selection, collateral, and logistics.
• On behalf of NHPCO and HAN, attends, speaks, and participates in networking events, panel discussions and webinars. 
• Represents the HAN at political and public policy events.
• Staffs NHPCO Committee and Councils, as appropriate.

Bachelor’s degree required. At least five (5) years of professional work experience including at least three (3) years in a Congressional office or campaign, lobbying firm, think tank, or advocacy organization, or an equivalent combination of education and experience. A minimum of two (2) years of experience in healthcare policy, either regulatory or legislative is required.

• Strong working knowledge of Microsoft Office suite, online grassroots platform management, legislative tracking, and membership database systems. 
• Social media skills preferred. 
• Ability to work extended hours during peak times. Ability to maintain an appropriate level of online connectivity outside of normal work hours.

• Communication/writing skills: Ability to distill complex healthcare policy into digestible forms including press releases and social media and identify opportunities to engage NHPCO in the national health conversation.
• Federal Legislative Process: Exhibits strong understanding of the federal legislative process either through past working experience on Capitol Hill or outside direct lobbying.
• Healthcare Policy: Demonstrates knowledge of healthcare policy and experience in Medicare regulation and legislation.
