MANAGER, EQUIPMENT MAINTENANCE INSTRUCTION
Job Summary
Provides the management and supervision of multiple training programs that support Metro's Rail or Bus Equipment Maintenance operations.
Example of Duties
- Manages the operations and activities of the Maintenance Instruction department in developing all maintenance training curriculum required to develop technical skills and abilities of all personnel in operating divisions and support department
- Provides maintenance instruction and training for new technicians
- Assesses training needs and identifies appropriate training programs/curriculums for Equipment Maintenance personnel
- Collaborates with Metro executives regarding training as it relates to operational objectives
- Identifies or designs programs or curriculums in response to training needs
- Oversees, monitors, and adheres to department′s budget, goals, and schedules to comply with agency wide fiscal responsibility
- Develops goals, establishes priorities, and directs the work of staff and equipment maintenance operation
- Conducts special planning and operational projects; prepares related reports, data, budgets, and work programs
- Assists in scheduling training programs relating to Maintenance and Material Management systems and Orbital and Yard Maintenance software training
- Administers various union contracts for compliance; conducts disciplinary and grievance hearings
- Develops, implements, and maintains maintenance training schedules
- Prepares and submits instructional-related written and oral reports for Metro executive management
- Prepares, submits, and oversees budget for assigned area and purchases of instructional supplies and equipment, and monitors other expenditures
- Administers On-the-Job Training (OJT) program for personnel as contracted between Amalgamated (ATU) Transit Union and Metro
- Prepares employee Individual Performance Plan (IPP) for American Federation of State, County and Municipal Employees (AFSCME)
- Oversees and conducts Metro′s yearly Bus Rodeo or Rail Rodeo competition, ensuring all maintenance equipment, property and vendor support are planned, along with activities for visitors
- Prepares all travel authorizations and justifications for all American Public Transportation Association (APTA) Bus Rodeo or Rail Rodeo travel
- Oversees all operating division safety computers and software training
- Participates in Maintenance Change Committee meetings establishing new maintenance practices and policy
- Oversees maintenance and repair of all operating divisions′ special diagnostic equipment, repair tools, and Technical Information Centers (TICs)
- Serves as co-chair/training planner for Southern California Regional Transit Training Consortium attending meetings specific to Metro′s involvement with local transit properties and community colleges
- Confers, organizes, and meets with management to determine training needs assessment for equipment maintenance personnel
- Oversees the disposition of surplus training equipment in accordance with federal guidelines
- Serves as liaison between Human Resources (HR) and Operations providing specifications and requirements for both entry-level mechanics and service attendants
- Ensures that maintenance employee training records and data are maintained in the HR training database
- Supervises, trains, and motivates assigned staff
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

Education
- Bachelor's Degree in Business, Engineering, Public Administration, or a related field
Experience
- Six years of relevant experience or three years of relevant supervisory-level experience developing and conducting training programs on heavy-duty vehicles or transit bus systems, or a field related to the maintenance and repair of heavy-duty vehicles; some positions in this class may require specialized experience in area of assignment
Certifications/Licenses/Special Requirements
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
