Department Summary & Job Purpose: The Assistant Vice President for Civil Rights and Title IX Coordinator is a key leader of the College’s equity and compliance work and an essential member of the Diversity, Equity, and Inclusion team centered around creating an inclusive campus community that works to eliminate bias.
The Assistant Vice President for Civil Rights and Title IX Coordinator oversees the grievance process, and case management of complaints and works to ensure compliance with related civil rights laws, including Title VI of the Higher Education Act of 1965, Title VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, the Violence Against Women Reauthorization Act, the Americans with Disabilities Act (ADA), Americans with Disabilities Act Amendments Act (ADAAA), Section 504 of the Rehabilitation Act, as well as Massachusetts laws that prohibit discrimination on the basis of sex, sexual orientation, gender identity, and disability. The Assistant Vice President supervises key staff including the Director of Accessible Education and 504 Coordinator and the Associate Director of Curriculum Development and LGBTQ+ Resources.
As the Title IX Coordinator at Mount Holyoke College, the Assistant Vice President has primary responsibility for the implementation of the compliance program and grievance procedures as they pertain to the assessment and resolution of bias reports and other grievances, accessibility requirements, and assessment and resolution of complaints of violation of Title IX, Sexual Misconduct. The Assistant Vice President works collaboratively to create a culture of consent across campus, and raise awareness of educational resources around gender and sexuality in the context of sexual violence prevention and community wellness.
The Assistant Vice President co-chairs the Bias Education Support Team (BEST) leading the response to reports of bias and insensitivity on campus. Serving as accountability, education, and compliance leader, the Assistant Vice President chairs key committees and works closely with other members of the Diversity, Equity, and Inclusion (DEI) Office and various campus partners to ensure that policies and practices are in alignment with federal and state laws related to the non-discrimination policy of the College.
As an inclusive educator, the Assistant Vice President develops and implements a comprehensive training program throughout the academic year. The Coordinator's responsibilities include coordination, oversight, and investigation of all complaints of discrimination related to Title IX, identification of any patterns or systemic problems that arise during the review of such complaints, and assurance of appropriate and timely institutional response and compliance.
In their capacity as the Title IX Coordinator, the Assistant Vice President will interpret, analyze and advise on the application of laws and regulations in an employment and academic setting and has primary responsibility for managing the day-to-day duties associated with the College's compliance obligations pursuant to Title IX. This position shares oversight of the College's compliance with Human Resources, the Office of the Dean of Faculty, and Compliance and Risk Management. The Title IX Coordinator also oversees Deputy Title IX Coordinators across campus as well as other key members of the Title IX Team, including hearing panelists and officers. The appointee will coordinate and work collaboratively with faculty, staff, students, and community partners and provide assistance to other offices and departments as needed.
The Title IX Coordinator will also provide additional support, as time allows, for programs and projects related to the College's commitment to diversity, equity, and inclusion.

This is a full-time, benefit-eligible position. Salary is commensurate with experience and the start date is as soon as possible after the close of the search. Core Job Duties and Responsibilities: - Collaboration and Community Building:
- Provides consultative services to the campus community regarding gender and sexuality; issues of affirmative consent; gender-based discrimination, harassment and retaliation, Title IX, and other matters.
- Provides key oversight and training of civil rights laws in compliance with the Office of Civil Rights (OCR) and the US Department of Education (DOE). This oversight includes a deep understanding of and capacity building around equal opportunity, civil rights, and higher education laws, including Title VI, Title VII, Title IX, the Americans with Disabilities Act (504/ADA), and other applicable federal and state laws.
- Co-chairs the Bias Education Support Team, Chairs the Title IX Team with oversight of all training and development of Deputy Title IX Coordinators and other key community members who will serve on hearing boards. The Assistant Vice President also supports the work of the 504 Working Group, the Affirming Practices of Trans and Gender Non Conforming People (TGNC) Working Group, and the Employee Recruitment and Retention Working Group. Further, the Assistant Vice President serves on key search committees and convenes working groups and task forces in response to contemporary civil rights and DEI concerns.
- Works intentionally and purposefully with the Associate Vice Presidents of Human Resources, Facilities, and Finance to evaluate risk management, protocols, and policies as well as industry standards related to these critical roles on campus.
- Offers guidance and recommendations to campus police for compliance with Clery Act standards and related reports.
- Partners with the Division of Academic Affairs/Dean of the Faculty, the Office of Human Resources, and the Division of Student Life to review and improve policies and procedures. Leverages a diversity, equity, and inclusion framework to improve recruitment and continuous professional development of employees.
- Works collaboratively with other staff in the Office of Diversity, Equity, and Inclusion to develop initiatives and programs with specific supervision of key staff in the department including the Director of Accessible Education and 504 Coordinator, the Associate Director of Curriculum Development and LGBTQ+ Resources as well as the Deputy Title IX Coordinators.
- Duties and Responsibilities:
- Provide leadership and oversight of the implementation and administration of policies and procedures to promote compliance with federal and state equal opportunity laws, regulations, and rules relating to nondiscrimination and equal access.
- Develop and implement long-term goals for programming, services, education, and assessment of compliance with civil rights laws. Continuously monitor statutory and regulatory requirements, and identify and integrate best practices. Consult and advise senior leadership on compliance programs and initiatives.
- Investigate (and oversee the investigation of) complaints of discrimination, harassment, retaliation, and sexual misconduct involving faculty, students, and staff in accordance with College policies. Ensure timely and thorough investigations are performed and oversee effective and efficient management and resolution of complaints.
- Draft appropriate investigative reports and communications regarding findings, determinations, and recommendations. Maintain complete and accurate investigatory files. Ensure the accuracy of institutional data and oversee compliance with required reporting under state and federal laws.
- Maintain careful and detailed records about disclosures, interim measures, informal resolutions, and formal complaints.
- Responsible for monitoring, reviewing, analyzing, and conducting internal audits of processes and systems at the College. Advise departments with responsibilities for 504 compliance; make recommendations on how to achieve and maintain compliance. Consult and/or collaborate with outside legal counsel where appropriate to ensure accurate, consistent, and appropriate application of College policies, regulations, and processes.
- Provide and recommend the training to other College Title IX coordinator/s, complaint mediators and administrative investigators, and other campus officials with Title IX responsibilities.
- Provide guidance and counseling to students, faculty, and staff on matters that fall under Title IX.
- Maintain the College's compliance website and other content, including reporting portals. Maintain and update online resources.
- Ensure the campus community knows of processes for filing complaints and resources for education, prevention, reporting, and response to misconduct.
- Collaborate with other departments and divisions to conduct training aimed at the prevention of and reporting of discrimination and harassment.
- Build and foster community relationships in the furtherance of duties.
- Serve on committees as assigned.

Qualifications: Minimum Qualifications: • Juris Doctor or Master’s degree in human resources, student development, higher education administration, or another relevant discipline is highly desirable; a Bachelor's degree with an equivalent combination of relevant education and experience may be substituted. Three to five years of progressively responsible experience in the equal opportunity/affirmative action, ADA Compliance, Title IX legal compliance, and/or other diversity-related responsibilities, preferably in a college or university setting. Must be proficient in EEO/AA, Title IX, and the Clery Act, along with state and federal civil rights laws. Knowledge, skills and abilities: • Demonstrated skills in the areas of negotiation, consensus building, problem-solving, and conflict resolution. • Experience with demonstrating expertise in complaint resolution, investigation of grievances, and compliance administration. • Demonstrated knowledge of and ability to interpret and apply federal, state, and local laws and regulations governing employers and institutions of higher education, including Title VI, Title VII, and Section 1981 of the Civil Rights Acts; the Clery Act, Title IX of the Education Amendments Act of 1972; the Americans with Disabilities Act; and the Family Educational Rights and Privacy Act (FERPA). • Ability to interpret, analyze, and advise the application of Title IX and Section 504 policies and regulations in employment and academic settings. Must have the ability to interpret and act on, as well as develop, recommend and implement, policies and procedures, for the College. • Demonstrated ability to handle confidential information and documentation professionally and consistently exercise excellent judgment, act calmly and objectively in the face of sensitive situations, and recognize those who have a need to know. • Experience in the successful development and implementation of educational and training programs.
