The Payroll Manager directs all aspects of the payroll function for University at Buffalo Foundation. This includes processing payroll, administering pay policies, and managing all aspects of the calendar year and fiscal year payroll activities. This position requires in-depth experience with payroll calculations of various types and frequencies as well as a thorough knowledge of applicable federal, state, and local tax regulations. The position is responsible for coordinating, processing, analyzing, and auditing transactions utilizing an in-house accounting management system. The payroll function produces approximately 1,200 bi-weekly pay records and issues approximately 2,500 W-2's annually across four different affiliated entities.
The Payroll Manager supervises and manages a three person staff and is responsible for training, developing, coordinating, and monitoring the efforts of the payroll staff to ensure functional responsibilities are met.
The Payroll Manager is responsible for maintaining required procedures and for recommending and implementing enhancements that will increase accuracy and improve efficiency.
Responsibilities for this position include, but are not limited to:
PAYROLLPROCESSING
Ensure accurate and timely payroll and fellowship processing in a multi-entity environment
Ensure withholdings are remitted accurately and timely to the appropriate agencies
Audit and verify payrolls and all related information for accuracy and completeness, including all salary changes, benefit deduction updates, new hires, and terminations
Ensure appropriate controls are in place and followed
Manage all biweekly, quarterly, and calendar year end payroll responsibilities including preparation of quarterly payroll tax filings (federal, New York, and any additional states as needed), W-2 and 1042 processing.
Manage all fiscal year-end payroll responsibilities including preparation of payroll work papers and related journal entries for year-end payroll accruals and reconciliation of payroll liability accounts for the annual financial statements.
Complete ad-hoc reporting and internal audits as necessary to maintain accurate and compliant records. Examples include W-4 forms, payroll balance sheets, and earnings records.
Work closely with Benefits/Human Resources of UBF and affiliated entities to ensure Benefits/Human Resources and payroll systems are synchronous, timely, and accurate, and all appropriate and necessary backup is provided and complete.
Ensure compliance with regulations governing payments to non- U.S. citizens
Ensure compliance with New York State Wage/Theft Prevention Act
TECHNOLOGYANDPROJECTMANAGEMENT
Develop, recommend, and lead projects to improve efficiency and accuracy
Coordinate and manage project and issues list with IT support team
Create reports and provide meaningful data to UBF management staff and other University areas as needed or requested
Work with UBF management and the University on current and future technology projects

Provide general and daily management of payroll staff
Complete annual performance evaluations and performance programs for all payroll staff
Communicate actively with Accounts Payable, Human Resources, and accounting to review and reconcile shared data

Ensure timely processing of quarterly and annual federal and state tax filings
Ensure accurate and timely payroll tax remittances
Ensure year end distribution of tax statements and tax reports

Minimum Qualifications:
Bachelor's degree in accounting or related field required.
Minimum five years in a payroll environment.
Proficient knowledge of Microsoft Office, especially Excel.
Working knowledge and experience with accounting management information systems.
Working experience of accounting for payroll expenses across multiple cost centers.
Knowledge of payroll taxes at the federal and state level.
Knowledge of standard payroll tax forms and reports, including all aspects of electronic filing.
Experience with ASCII and encryption software.
Exceptional organizational skills and ability to attend to and prioritize projects.
Strong interpersonal and outstanding customer skills are required.
Possess strong written and verbal communication skills.
Analytical, problem solving, and technical skills are also required.
Accurate, flexible, detail oriented, highly ethical and have proven ability to handle confidential information appropriately.
High emphasis placed on professionalism, efficiency, and a positive attitude.
Preferred Qualifications:
Master's degree and/or Certified Payroll Professional (CPP) certification.
Experience managing staff.
Prior experience with payments to non-U.S. citizens under tax treaties.
Experience in a college or university environment.
