The City of Portland Bureau of Environmental Services (BES) is seeking a Deputy Director to join its hardworking, diverse and talented team. Reporting to the Bureau Director, the Deputy Director will be responsible for assisting the Director in establishing the strategic direction, mission, and operations of the Bureau, including planning, directing, revising, and coordinating organizational structure and programs; deciding and communicating overall goals and standards; budgeting and exercising fiscal control; and directing personnel and operations; and managing bureau-wide projects for process improvement and change management.
Responsibilities are broad in scope, allow for a high degree of program and administrative discretion, and are evaluated in terms of overall program and cost effectiveness. The Deputy Director will have both internal and external facing, top-tier responsibilities, will serve as a member of the Bureau Leadership Team, and will act in the Director's stead on all issues in the Director's absence.
A successful candidate will have strong communication, critical thinking, problem solving and leadership skills and knowledge of strategic planning, long-range goal setting and organizational design and development. The candidate will also be able to show previous knowledge and skills in strategic planning and prioritization, project management, budget, administration and supervision.
This position is exempt from Civil Service and is an "At Will" position. It serves at the discretion of the hiring authority, subject to the City of Portland Human Resources Administrative Rules and the Portland City Charter and Code.
Knowledge and experience applying the principles and practices of public administration, including budgeting, purchasing and maintenance of public records.
Knowledge and experience applying strategic communications, strategic planning and long-range goal setting, combined with high emotional intelligence and interpersonal and group process and facilitation techniques.
Knowledge and experience applying the principles, practices and techniques of organizational design and development, as well as organizational change management skills.
Knowledge and experience understanding equity issues and of the various factors that contribute to equity in service delivery and internal programs.
Ability to collaborate with communities of color and people traditionally underrepresented in local decision-making; facilitate inclusive participation in programs and activities.
Experience managing a multicultural workforce, promoting an equitable workplace environment, and applying equitable program practices to diverse and complex City services.
