The Deputy City Manager is one of four members of the City Manager’s Office that actively support the ongoing development of a high-performing organization, a model branded in Bellevue as One City. The Deputy City Manager serves as an integral member of the executive leadership team. This position provides general oversight and leadership to an internal services portfolio that includes the City Clerk’s Office, Finance and Asset Management, Human Resources, and Information Technology. The Deputy City Manager focuses on developing an organizational culture of quality, collaboration, transparency, innovation, and engagement in policy and initiative implementation not only among assigned departments but across organizational leadership. This position ensures effective performance management metrics and techniques are utilized in day-to-day operations and that employees at all levels are engaged, responsive to customers, continuously improving, and aligned in the ongoing development of a high-performing organization.
The Deputy City Manager works closely with the City Manager, peer Deputy City Managers, and the Chief of External Affairs on citywide strategic planning, cross-departmental project and issues management, and oversight of staff with a primary role in supporting the City Manager and City Council through the policy development and approval process. The Deputy City Manager reports directly to the City Manager.

Compensation and Benefits

Qualifications
Seven or more years of progressively responsible experience in government management, including at least five years of experience supervising professional-level staff, is required. Knowledge of internal services, including Finance, Human Resources, and Information Technology is ideal. Experience in a position of comparable size and scope as the City of Bellevue is preferred, as is working knowledge of the council/manager form of government and its operations.
A bachelor’s degree in business, public administration, planning, or related field is required, with a master’s degree in business, public administration, planning, or related discipline strongly preferred. An equivalent combination of education, experience, and training that enable success as the Deputy City Manager will be considered.
