Move Together New York Program Manager - Ithaca, NY
The Move Together New York Program Manager is responsible for restarting Way2Go's regional transportation program, Move Together New York, which has been on hold since 2021. The MTNY project reaches up to seven counties to extend Way2Go's Transportation Education online platform, identifies programmatic needs, and develops resources available to the region that solve these needs. This project is the first significant initiative designed to address regional transportation needs in upstate New York. As an innovative program, there will be ongoing program development and relationship building.
This position serves the public through conceptualization, planning, developing and operating programs that respond to and influence the demands of Tompkins County. These actions and supportive strategies are performed directly or in collaboration with others to provide a full range of travel options that are more effective in meeting needs and more efficient through reasonable pricing and routes.
It will require the development and implementation of connectivity with surrounding counties to assist people getting into Tompkins County for employment, education, recreation, medical appointments and access to food (social determinants of health) and back to their original destination. This also includes developing and marketing information that explains how to utilize the available resources in meeting diverse travel needs of people.
The Program Manager will support the development of innovative education and outreach tools and content that can easily be shared in a multi-county region of upstate New York. The Program Manager will act as a subject matter resource on regional transportation issues for regional partners, decision makers, and community members.
The position is responsible for coordinating with ancillary staff in the region. The Program Manager will coordinate with Way2Go staff to ensure regional projects are consistent with local programming.

This is a hybrid position based in Ithaca, NY but with the flexibility to conduct the majority of the work remotely, if desired. Successful candidates must have the ability to travel throughout the region of Tompkins, Cortland, Tioga, Schuyler, Chemung, and Steuben counties as needed.
Required Qualifications:
- Bachelor's Degree and four years of related volunteer or work experience
- Demonstrated ability to effectively support and manage a team.
- Experience forming and facilitating a steering committee to develop and guide a project.
- Ability to network and build relationships with a diverse group of community members, faculty and stakeholders while maintaining cultural competency.
- Ability to use website media and social marketing to educate and communicate to achieve program goals.
- Demonstrated experience and skills in writing for public communication, and program reporting.
- Ability to plan and organize personal work responsibilities according to project priorities.
- Ability to clearly communicate (speak, read and write proficiently) in English, and to do so effectively and with tact.
- Ability to organize, manage, and prioritize multiple tasks, deadlines, requirements, and priorities to complete work in a timely manner and within established deadlines.
- Demonstrated ability to utilize computer technologies for educational, management and communication purposes, including Microsoft Office programs.
- Ability to work creatively in an environment with a degree of ambiguity and adapt to changing circumstances.

Preferred Qualifications:
- Masters Degree in Business, Public Administration, Planning or other relevant field.
- Skills and experience in using project planning tools to guide program implementation and evaluation.
- Demonstrated ability to secure and administer grants and contracts.
- Strong demonstrated public speaking skills and the ability to speak publicly and persuasively.
- NYS driver's license preferred.
- Experience designing marketing materials using standard design software.
- Experience implementing strategies and educational programs that influence community change.
- Experience with graphic design, using programs in the Adobe Creative Suite or other design programs.
Responsibilities/Essential Functions:
Program Responsibilities:
Program Development - 5%
- In coordination with NYS transportation partners within and outside Tompkins County, influence the creation of a transportation program that creates seamless connectivity between Tompkins County's transit system and adjacent county transportation systems.
- Assist in the development of innovative and transferable educational content that is focused on transportation sustainability and access that can be adapted by partner counties and regions to address diverse program participants within targeted communities.
- Support the development of programs that meets changing local, state, and federal transportation issues and priorities.
- Maintain effective working relationships with Cornell faculty, local community groups, and organizations to obtain up to date educational resources for program development.
Program Delivery - 20%
- Assist transportation providers to implement a program that creates seamless connectivity between Tompkins County's transit system and adjacent county transportation systems.
- As part of program delivery, conduct in person, online, and mass media outreach efforts that address regional transportation needs.
- Represent CCE and MTNY to the public, community leaders, government officials, and Cornell University in a professional manner as part of program delivery efforts.
- Deliver innovative educational initiatives in transportation that address local, state, and federal transportation issues and priorities.
- Utilize previously developed work plans and project planning tools to implement educational projects that address audience needs and that consider the diversity of the community.
- Using in-depth knowledge in transportation issues, provide leadership to various community groups, such as local Metropolitan Planning Organizations, health organizations, Chamber of Commerce, and community groups and individuals, to foster acceptance of the program and ensure consistent delivery that addresses travel issues for the local community, as a whole.
- Makes public presentations to educate the public regarding the transportation modes available and the benefits of transportation for the community.
Program Evaluation - 5%
- Work as part of a team to design evaluation tools to track progress towards project objectives.
- Complete timely evaluation reports and share the impact and outcomes from all educational efforts.
- Provide project evaluation data to constituencies, conduct data analysis alongside invested groups, and make recommendations for strengthening and improving programs.
- Interact with program participants, advisory committees, program specialists and faculty, and/or county and community leaders to obtain their evaluation of programs.
Administrative Responsibilities:
Direction - 25%
- Plan the structure of work for regional partners and plan delivery of transportation education initiatives related to project priorities.
- Plan regional transportation social media efforts and assist Team Leader and Issue Leader in developing marketing initiatives.
- Assist with developing a program brand for transportation outreach efforts.
- Under guidance of Team Leader and Issue Leader, participate in a project team to assist in seeking out additional funding for programs.
- Initiate transportation education initiatives in other areas by assisting in development of contracts based on agreements or subcontracts with project partners across the region.
Management - 30%
- Manage the resources available to the project and ensure project accountability and affirmative action requirements are met within the program.
- Solve problems and resolve conflicts that arise in the operation of the program unit, utilizing appropriate policies and procedures.
- Supervise and support temporary staff and interns by working with them to develop a work plan and set goals.
- Support and facilitate an advisory committee that involves a diverse group of regional partners and stakeholders to guide the project.
- Provide oversight to volunteers.
Coordination/Operation - 10%
- Assist in coordination of Way2Go staff and project partners in project implementation activities and planning efforts.
- Submit proposals to secure additional funding as needed.
- Attend annual conference and other training opportunities on issues relating to transportation.
Professional Improvement - 5%
- In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
- Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.

This is a full time, exempt, benefits eligible position. Compensation paid at the rate of $56,000 - $62,500 per year depending on experience. Excellent benefits, based on eligibility, including:
