This position is in the Department of Defense (DoD), Defense Security Cooperation Agency (DSCA), Defense Security Cooperation University (DSCU), College of Strategic Security Cooperation (CSSC), located at Arlington, VA. This is an Excepted appointment for an initial three years, which may be renewed every one, two or three years, indefinitely.
DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign partners in order to encourage and enable allies and partners to respond to shared challenges.
DSCU is the DoD’s center of intellectual life for Security Cooperation (SC). DSCU delivers the education, training, research, and analysis to the U.S. Security Cooperation Workforce and the institutional capacity building to our allies and partners to meet the current and future global security cooperation mission.
DSCU supports DSCA’s congressionally directed mission of training, educating, and providing for the long-term development of the SC workforce and enabling partner nations (PNs) to effectively and responsibly manage their security institutions. Through the work of DSCU, U.S. and PN personnel become SC community practitioners and responsible, effective members of security establishments committed to the rule of law, civilian control over the military, and respect for democracy and international human rights.
The College of Strategic Security Cooperation educates the security cooperation workforce and other members of the security cooperation enterprise to think creatively and critically in applying security cooperation to support national security and foreign policy objectives.
We are looking for an enthusiastic, dynamic, and talented individual with expertise and significant experience to work within the following area:
The Dean performs the following additional duties within the assigned area of expertise:
Responsible for the implementation of the College’s educational policies and procedures necessary to achieve the academic objectives of DSCU.
Provides leadership and oversight for all aspects of the college’s programs, including academics, accreditation, finance, planning, student affairs, enrollment, advancement, and other key areas.
Defines and justifies short- and long-range requirements (i.e., to include staff and budget needs).
Selects and/or approves the selection of staff and performs related managerial duties.
Recommends studies to be conducted and serves as a resource to study efforts based on an in-depth understanding of the DSCA’s and DSCU’s missions.
Provides expert advice, assistance, and recommendations to DSCA/OSD executives and other defense officials.
QUALIFICATIONS: Your resume must support all of the following requirements to be considered for the position. Please ensure transcripts reflecting a conferred earned-terminal degree/doctorate degree are also provided with your application:
Earned-terminal degree/doctorate from a regionally accredited institution of higher education (or international equivalent) in an appropriate discipline such as international relations, economics, foreign affairs, history, or a related field that supports DSCU’s programming, research, and analysis.
Ten or more years’ experience in topics relevant to security cooperation/institutional capacity building/irregular warfare that align with OSD-Policy priorities.
Experience in leadership, management, strategy, or planning tasks in government, military, private sector, or academia.
Documented intellectual contributions to scholarship through publications in peer reviewed journals/presses.
Experience developing and revising instructional or advising content or materials.
Must be able obtain and maintain a Secret clearance.
Must be able to pass pre-employment and random drug testing.
Must be able to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
Must be able to travel away from the normal duty station on military or commercial aircraft.
Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 3 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Expert level certification requirements within two years of entering the SC position. In addition, 80 hours of continuing education (CUE) every two years.
