We are currently seeking a Project Manager with clean energy and local government experience to join our team supporting local governments in the US to accelerate their transition to solar, wind, EVs and other clean energy and sustainability topics. The Project Manager also plays a role in program administration and business development and represents ICMA at a wide variety of conferences and events.
What You'll Do:
General Management/Technical Responsibilities
Provide consultation and technical assistance to U.S. local governments related to clean energy strategies
Coordinate the delivery of training and technical assistance, helping develop project materials, such as training materials and curricula, technical reports, case studies, articles, and other deliverables while ensuring quality and timely submissions
Manage administrative and technical tasks on mostly domestic projects, including financial management and reporting, project operations (IT, Human Resource management), contract compliance, and deliverables management
May provide supervision to Assistant Program Manager (APM) and/or intern. In coordination with Senior Program Manager, may provide training and guidance to APM and/or intern as well as other project staff
Manage relationships with domestic local governments, ICMA members, partners and technical experts participating on programs
Act as direct administrative supervisor for consultants related to timekeeping, travel and expense processing and related administrative requirements
Financial Management and Contract Compliance
Responsible for the development and monitoring of financial management systems; performing needs/data analysis and identifying problems and working with Senior Program Manager and/or Program Director to resolve them
Perform budget maintenance, analysis and projections for internal and external reporting
Track obligated funding, and reviews expenditures and invoices monthly
Develop budget realignments and manage approval process
Perform administrative functions related to grant modifications, reporting and documentation and vendor contracts
Assist with preparation/review of monthly, quarterly, semi-annual and annual reports for the Global Program Management Team and the funder
Communications/Representation
May manage project communications, including the development of blog posts, newsletters, and other content
Depending on project set-up, can be primary point of contact with project partners, subcontractors/grantees and consultants
Can be requested by Senior Program Manager or Director to represent program internally and with project partners or represent ICMA at domestic or international workshops and conferences
Business and Proposal Development
Support business and proposal development, including contributing to technical elements, recruitment, past performance and budget development/pricing analysis
What You Need To Be Successful In This Role:
Bachelor's Degree in Public Administration, Planning, Business, Energy/Environmental Policy, Economics, or related discipline
Four (4)+ years of related experience managing projects funded by governments, federal agencies, foundations, private sector, and/or multilateral organizations
Preferred Qualifications:
Master's Degree in related discipline can substitute for one year of experience
Prior training in and knowledge of Uniform Guidance, FAR and AIDAR rules and regulations
PMP and/or applicable professional certification
Fluency in a second language is a plus
Field and/or local government experience is a plus
Knowledge, Skills and Abilities (KSAs)
Knowledge of clean energy policy and programming for local governments, such as energy planning, procurement, project development and financing.
Knowledge of administration and finance of Federal grants and contracts
Demonstrated project management skills to include procurement, compliance, and budgeting.
Experience dealing with procurement, compliance, and budgeting
Demonstrated ability to propose possible resolutions to complex administrative or operational problems
Ability to work independently on multiple projects and take decisive action
Knowledge and interest in local government management, municipal governance, and/or other related sectors
Excellent interpersonal skills
Strong oral and written communication skills, with the ability to synthesize technical knowledge into manageable information for general public consumption.
Knowledge of and proficiency with Microsoft Office Suite, intranet, and virtual communication platforms

This position is dependent on grant funding. Continued employment for the selected candidate is contingent upon ongoing funding.
This position is based out of ICMA's headquarters, located in Washington, D.C. At this time, all ICMA staff are working remotely. The selected individual must be able to work the core business hours from 8:30 am to 5:00 pm EST. Our office will remain operational and accessible for staff to use on a voluntary basis.
A high-speed Internet connection is required. Personnel will provide the Internet service at their own expense. The internet connection must be of sufficient bandwidth to allow the team member to efficiently perform their regular job functions.
