The Web and Applications Developer is responsible for identifying high-level functional and technical requirements to determine the best solution to meet the needs of internal and external stakeholders. The position designs, develops, and implements moderate to complex web applications and content management systems on one or more platforms and provides the quality assurance review and evaluation of existing and new software products. The position serves as a liaison between the IT Department and other departments or individuals to understand and evaluate workflows, structure, and standard operating procedures.
The Web and Applications Developer reports to the Sr. Applications Developer.
The Web and Applications Developer salary is based on experience level and ranges between $69,920 and $87,398.
What You'll Do
Work closely with Sr. Applications Developer to design, develop, enhance, and maintain web properties, Content Management System (CMS) components, and applications
Create user interfaces, navigation menus, and site layouts.
Consult with cross-functional stakeholders to define their WEB based business requirements or problem areas; uses technical expertise to provide solutions to technical issues.
Analyze and resolve design, layout and implementation problems relating to in-house and vendor applications.
Design, develop, and implement software solutions, including integration with existing vendor software and creating new custom applications with a user experience first approach.
Provide end-user documentation to include how-to guides, training guides, frequently asked questions (FAQs), and on-demand training to staff when necessary.
Use HTML5, CSS, and JavaScript to implement designs into functional web interfaces and CMS templates.
Gather insights through interviews, surveys, and usability testing to enhance current web and software application usability.
Create visually appealing designs that align with brand guidelines and user needs.
Collaborate with developers, product managers, project managers and stakeholders to ensure design feasibility.
What You Need To Be Successful In This Role
Bachelor’s degree in computer science, management information systems, software/web development or related field
2+ years of experience with web and/or software development platforms
Knowledge, Skills, and Abilities (KSAs)
Familiarity with administration, management, and customization of CMS systems such as WordPress, Drupal, Shopify
Skills in customizing themes and templates in various CMS platforms to align with design specifications
Understanding of fundamental design principles, usability, and user-centered design methodologies
Proficiency in design and prototyping tools
Writing and reviewing code for the front and back end of a website using HTML5, XML, JavaScript, PHP, and/or other programming languages
Knowledge of responsive web design techniques and frameworks that support mobile-first development
Understanding of accessibility guidelines (e.g. WCAG) and best practices for inclusive design
Strong visual design skills, including typography, color theory, and layout design
Proficiency in using analytics tools (e.g. Google Analytics) to interpret user data and improve user experience
A keen eye for detail to ensure designs are pixel-perfect and meet quality standards
Experience supporting and working with cross-functional teams in a dynamic environment
Experience working with a diverse and dispersed users
Strong customer service, communications and presentation skills
Strong problem-solving skills
Familiarity with formal project management principles

This position is based out of ICMA’s headquarters, located in Washington, D.C. At this time, all ICMA staff are working remotely. The selected individual must be able to work the core business hours from 8:30 am to 5:00 pm EST. Our office will remain operational and accessible for staff to use on a voluntary basis.
A high-speed Internet connection is required. Personnel will provide the Internet service at their own expense. The internet connection must be of sufficient bandwidth to allow the team member to efficiently perform their regular job functions.
