The City of Bowie is seeking a strategic, highly skilled, and operationally minded leader to serve as our next Assistant Director of Public Works. As the fifth largest city in Maryland and the largest in Prince George’s County, Bowie offers a dynamic environment where the technical expertise of the individual selected for this vitally important role will directly impact the quality of life of the City’s nearly 58,000 residents.
Reporting to the Director of Public Works, the successful candidate will help lead a robust department consisting of seven operating divisions, an operating budget of approximately $32 million and a dedicated team of 120+ FTEs. The Public Works Department provides services including street maintenance; water and wastewater treatment; maintenance of the City’s water and sewer distribution system; stormwater management, refuse and recycling collection; fleet maintenance, and a myriad of capital improvement projects consisting of improvements to facilities including buildings and parks. This is a pivotal leadership role for a professional who thrives on solving complex infrastructure challenges, managing large-scale capital projects, and fostering a culture of excellence.
Critical responsibilities of this position will include, but may not be limited to:
Direct supervision of multiple divisions as assigned by the Public Works Director. This will include management of city staff, contract personnel, and others in various design and construction projects.
Direct the preparation of construction documents, professional architectural and engineering (A&E) service contracts, and comprehensive scopes of work for municipal construction, maintenance, and repair projects.
Direct the design review, permitting, and inspection processes for private development projects, including the strategic management of bond reductions, releases, and punch list completion.
Oversight of infrastructure inspections and the formulation of remediation strategies, while managing bond release evaluations and comprehensive punch list resolution to ensure full project compliance.
Conducting investigations of routine complaints of flooding, sedimentation, and water pollution filed by the general public.
Execute technical plan reviews for grading, building, and subdivision permits to ensure full compliance with state and city codes, site design standards, and adequate public facility (APF) requirements.
Maintain comprehensive records and a centralized database of city stormwater management devices, ensuring the systematic tracking of installations and periodic inspections.
Serve as a key leader in incident management during City emergency events.
Act as a primary advisor and assistant to the Director in the overall administration of the department and long-term Capital Improvement Project (CIP) planning.
Education & Experience:
Bachelor of Science in Civil Engineering, Industrial Engineering, Architecture, Environmental Management, Construction Management, or related fields.
Six years of progressively responsible experience in public works or utilities operations.
Substantial and meaningful leadership and supervisory experience, with no less than two years of direct experience managing skilled trade professionals, contractors, and technical experts in public works, civil engineering, stormwater management, capital improvement project management, or related work.
Technical Expertise:
Deep knowledge of civil engineering, construction methods, and street/sidewalk maintenance.
Familiarity with water and wastewater system utility engineering and vehicle maintenance management.
Strong understanding of stormwater management practices and environmental regulatory compliance.
Highly Desired Credentials:
Professional Engineer (PE) license.
Project Management Professional (PMP) certification.
