The Opportunity The University Registrar is responsible for planning, directing, and administering the operations of the University Registrar office (OUR) in support of the Academic Plan and the university’s Strategic Enrollment Management (OSEM) goals and objectives.
Under the direction of the Vice Provost for Strategic Enrollment Management, the University Registrar provides leadership, motivation and support for the planning, implementation, and coordination of initiatives to promote student success and ensure the integrity and transparency of academic programs. This position plays a key role in the partnership with university leadership, the Office of Business and Finance, the Office of Academic Affairs and other appropriate offices to develop and implement student fee policies and practices to improve student access, success, performance, affordability, and graduation. The University Registrar's office serves as the primary tuition and student fee assessment office for the university. The Registrar will develop and implement goals, objectives, strategies, policies, rules, and operational procedures related to academic records, student academic preparedness and evaluation, registration, permanent record maintenance, enrollment, transfers, grading, graduation, degree conferment, National Collegiate Athletic Association (NCAA) regulations, and other related functions. The Registrar is responsible for providing administrative and strategic direction and support for the University Registrar office, while planning and directing the strategic allocation of resources and setting budget priorities.
This position will lead, manage, and direct the staff and processes for the University Registrar office, including Student Academic Records, Room and Class Scheduling, University Testing Center, Document Services, Transfer Credit Center, Eligibility Services (degree audits, commencement certification, student-athlete certification), Systems Development Support, Analysis and Security. In addition, the Registrar represents and serves as a liaison with university offices and committees. The Registrar plays a key role in compliance with state/federal law, faculty rules, and other institutional policies, including FERPA.
A key responsibility of the Registrar’s position is being a university officer for residency and athletic academic eligibility for Big Ten and NCAA certification. The Registrar will partner with university leaders regarding data security policies and practices. In partnership with the Ohio Department of Higher Education, will develop state-wide policies and practices related to areas of responsibility. The Registrar manages the system to support student records and advising. This role is a key liaison with other product teams by serving as a member of senior leadership and management teams for the technology needs of strategic enrollment management. They will lead, plan, and direct the development and implementation of new systems and systems applications (both computerized and manual). The Registrar holds the knowledge of systems trends and applications related to areas of responsibility. They will work with the Office of Technology and Digital Innovation (OTDI), the Office of Business and Finance and other appropriate offices regarding data security policies and practices.
The Registrar holds the critical duty of serving as the key institutional knowledge person for FERPA and the owner of the institution's FERPA Policy. They will coordinate with the university's Chief Security Officer and Chief Privacy Officer to make determinations on the appropriate use and disposition of student data. In addition, they will serve as the institution data steward for all student data and the institution's proxy data steward for all data (student, finance, human capital, research, and medical center) on the institution's Data Governance Committee.
Required Education Master's degree or equivalent combination of education/experience required and at least 12 years of relevant experience required. Considerable administrative experience with student information systems, student records and registration and scheduling is required. In addition, considerable program and supervisory management experience in a progressively responsible capacity, preferably in an institution of higher education is required.
Qualifications Preferred Prior experience as University Registrar preferred.
Strategic Enrollment Management The University Registrar position sits in the department of Strategic Enrollment Management (SEM) and will report directly to Dr. James Orr, Vice Provost of Strategic Enrollment Management.
