Responsible for IT strategy, planning, governance, Information and Technology operating model, IT risk and performance management, project and portfolio management, business process improvement, organizational change management, knowledge management, IT marketing and communications, financial management, budget planning, vendor management, workforce management and tier 2 support of IT services This individual will be people and business centric. They will build credibility by delivering value, as defined by the University Strategic Plan imperatives and measures. This individual will be an exemplary communicator and collaborator, able to influence decisions, build and sustain innovation, effectiveness, and proficiency, and enable change management as a core, continuous capability.
Essential Duties and Responsibilities:
Information and Technology Strategic planning and Project and Portfolio Management:
Is responsible for driving focus and prioritization within the IT organization through establishing strategic planning and governance principles and processes.
Collaborates with OIT leadership and business partners to ensure projects are prioritized based on strategic importance, risk, resources, and value.
Drives use of analytics, and other qualitative decision-making strategies to analyze portfolio opportunities, develop solutions, implement changes, and track results.
Drives success metrics, portfolio health dashboards, and periodic portfolio communications to the organization leadership and key stakeholders.
Accountable for the planning and sourcing of high-impact, enterprise wide, strategic programs, and digital transformation initiatives.
Responsible for the program management methods and processes for successful execution.
Establishes and implements continuous improvement programs for the IT organization and makes recommendations for optimizing business processes across campus.
Establishes standardized organizational change management practices to deliver successful business outcomes.
Information and Technology Performance and Risk Management:
Accountable for the development and maintenance of IT policies, procedures, methodologies, as well as performance management frameworks and metrics to ensure the IT organization delivers value to the enterprise.
Accountable for the lifecycle management processes of IT assets (hardware and software). Responsible for the effective implementation, usage, and data/reporting of said assets.
Accountable for compliance to university, UT System, and state policies and ensures successful completion of audit findings, including internal IT processes to manage and measure compliance.
IT Finance and Budget Management:
Accountable for the annual cycle associated with budgets and financials, working with institutions’ finance organization.
Reviews and consolidates business plans and budgets for the IT organization.
Regularly review IT costs and cost structures for IT services and products so that the financial implications of IT projects and activities are communicated to the proper IT and business executives.
IT Communications and Training strategy:
Accountable for effective collaboration and communications between the IT organization and the user and campus stakeholders and groups to gain input and provide transparency to IT services and value created for the organization.
Assess organizational I&T training needs and build required capabilities to provide that organizational support.
Information and Technology Vendor Management:
Accountable for developing and managing strategic vendor and partnership relationships.
Responsible for building, maintaining, and enhancing solid relationships with business stakeholders.
Partner and collaborate with campus and IT stakeholders to identify the solution options that best meet their desired business outcomes.
Ensure stakeholders are aware of and engage with Information and Technology vendor management when vendor-related opportunities &/or challenges arise.
Implement a vendor risk monitoring plan to respond to changing road maps, risk factors or events.
Information and Technology Workforce Performance Management:
Provides guidelines and processes for IT workforce strategy development and management, including the sourcing, training, and development of staff.
This position also involves scheduling, supervision and evaluation of work of direct reports. Acts as focal point for recommending hiring/termination decisions, performance management, salary increases and disciplinary actions and/or budget management. Responsibility of this job can include a large functional department or a smaller area.
Knowledge, Skills and Abilities:
Proficient leadership capability with proven track recordof successful team development and effective collaboration with all organizational levels.
Expertise in project and portfolio management, budget planning, financial management and workforce management
Broad knowledge of current and emerging technologies, technology directions, and strategic application to business needs, including the ability to differentiate between a relevant trend and hype.
Proven track record of innovation, both in internal problem solving and in fostering innovative uses of technology in the organization
Ability to improve operational efficiency, service delivery and information management across the IT organization.
Excellent oral, written, and interpersonal communication skills, including the ability to explain technology solutions in business terms, establish rapport and persuade others.
Ability to effectively drive business, culture, and technology change in a dynamic and complex operating environment.
Expert in IT strategic planning, IT governance formulation, and organizational change management
Solid customer and user experience focus
Ability to adapt to a wide range of activities without losing focus t
Excellent internal consulting and management skills.
Excellent understanding of all phases of the application development lifecycle.
Solid MS Office skills (Word, Excel) to handle the diverse nature of tasks within their unit and across IT.

Bachelor’s in business, Engineering, IT or a related field.
15 years of IT and business experience, including managing projects and teams in information technology.
Extensive experience in strategic planning and alignment with organizational goals.
Proven ability to lead the development of an IT strategic plan and its implementation.
Proven experience in execution and delivery of large organizational projects, managing cross-functional teams and influencing senior-level management and key stakeholders.
